Torchwood was created by Russell T Davies in 2005. He was approached to develop a new post-watershed sci-fi series for BBC Three. His original plans for the series had nothing to do with the Doctor Who universe at all, however the idea to create it as a spin off came when he saw the anagram of Torchwood, which was used on tapes during Doctor Who filming to ensure footage didn't leak. After developing the idea further, its format fell into place, and Torchwood as we know it was born.
